“Best Use of Technology to Promote Patient Care” award presented to Resolution Health, Horizon Blue Cross Blue Shield of New Jersey, Eliza Corporation and IncentOne

Columbia, MD - June 12, 2007 - Resolution Health, Inc., Horizon Blue Cross Blue Shield of New Jersey (Horizon BCBSNJ), Eliza Corporation and IncentOne received the “Best Use of Technology to Promote Patient Care” award for their combined efforts in multimedia preventive health outreach. The award was presented at the Consumer Directed Health Care Conference (CDHCC)/National Health, Wellness, Prevention & Fitness Congress (NHWPC) on May 1, 2007.

The award-winning, multi-pronged preventive health program, which BCBSNJ rolled out in 2006, used a combination of Resolution Health’s personalized communications that were mailed to selected Horizon members, the interactive speech/voice recognition (IVR) technology from Eliza for outbound IVR calls to the selected members, and IncentOne’s incentive program offers to reward members who followed the recommended HEDIS procedures. A survey of participating Horizon BCBSNJ members indicated that more than 90 percent found the program content to be personally relevant and 84 percent said they planned to have the recommended screening because of the communication.

The innovative program had several parts, beginning with the identification of Horizon BCBSNJ members who, according to claims history, had not had their recommended mammogram or cervical cancer screenings. Eliza then initiated systematic outbound IVR then initiated by and, based upon a member’s spoken responses, the Eliza system offered education and support. The responses also triggered a personalized follow-up letter that Resolution Health prepared for the member providing relevant, actionable information on the importance of mammograms and cervical cancer screenings. This communication also included the IncentOne incentive offer to reward members who subsequently pursed the recommended procedure.

The current initiative is further affirmation of the success of the business partnership between Horizon BCBSNJ and Resolution Health. In 2006, Horizon BCBSNJ began offering its self-insured employer accounts the Direct-to Member™ (DTM™) suite of personalized communications from Resolution Health, which includes the Personal Care Note® and SMARTSwitch programs.

The CDHCC/NHWPC Awards recognize excellence and advancement in service, product and programs that enhance health care quality. The panel of judges for the CDHCC/NWPFC/CDAHRC Awards included many of America’s health care leaders and innovators including Co-chairs Wendy Borow-Johnson of the Healthy Living Channel and Larry Goldman, DMD, of ValueOptions.

An earlier version of Horizon BCBSNJ’s preventive health-reminder-call initiative, which used only Eliza Corporation’s speech-enabled outreach technology, was previously chosen by the Harvard Medical School for a Blue Works award for its innovation and importance to the health care system.
